In this case, it's important to note that members of a Family plan can only change plans once a year. If you join a family plan, you will be able to change to another one during the course of that year; but if you do so, you will have to wait one year from the moment you made the change before you can join another one.

That being said, if relatives you've invited to join received the message of this restriction, they most likely were part of a different plan and therefore, they can't join yours. So, you can suggest your relatives to check the invitations they received to be more clear on the plans they joined in the past. You can read more about the Family plan here.
