Cannot add family member to the family account

I have a family account and would like to invite a family member  When he follows the invitation then he always gets an error saying that it cannot be confirmed that the address is the same. For another family member it works.

Many people seem to have the same problem. In the community it says to contact support. The support first answered to contact the community. I tried it a second time which was just ignored. Thanks for any support.
