Why is my premium plan consuming my roaming?

Premium supposedly doesn't consume roaming, and it does to me I would like to know why otherwise I rather change to the free version

To make sure your Spotify Premium doesn't uses your device's data, you first need to download the playlists you want to use. To do so, just head to the playlist and touch the Download button. Make sure you're using a WiFi network to download all the songs to your phone.

Once your songs are downloaded (a green arrow pointing down will indicate that the playlist is downloaded), you just need to switch the Spotify app to Offline from the Settings.
