I am trying to change my premium plan back to a student plan

I updated my plan student plan by adding verification documents required now it’s saying there is another account under my email that’s using the student plan but I don’t understand how that is possible

It's possible that the verification has already been processed, which means that you only need to enable the Student Plan on your account.
To do so, follow the steps from this article here. I believe you've reached to point 2, so I'd advise you to look in your inbox for a recent email from SheerID 🙂
