You should try with a different browser, or open a private window (incognito mode), and see if that does it.

Also, try in a different device (computer, tablet, etc.)

I opened a premium account today but I want to switch to student premium , but it doesn’t allow me I have the same issue that it doenst open the page what should k do in this case ? Is it maybe because I need to put a credit card that has the same address as where I’m living in or?

In order for you to sign up for Premium Student, you need to go through the steps from this support article. 
The Student page should open for you once the SheerID verification process is complete.
