Have to keep redownloading saved music

So I've been dealing with this issue for a few months now on my iphone 7, a few times a week I'll go into my songs and there will be nothing downloaded, so I have to close the app and reopen it and then it starts downloading all 2,344 of my saved songs all over again. This keeps happening to me and is becoming an issue as I am not always connected to wifi and do not have unlimted data. I pay for spotify premium each month so I can listen offline, so why do I need to keep redownloading my songs?! This is the only device I use spotify on, so it's not because I have songs downloaded on other devices. This is not the case. Please help before I pull my hair out.
