Can't add my brother into my family plan

Can't add my brother into my family plan

I changed our address in the settings menu then asked my siblings to confirm the changes in their accounts as well. However, my brother did not receive an email for confirmation and was removed. Now, he is unable to add himself to our family plan. Is there any way to fix this?
