yap it is address in the philippines since i got it here and I live in Philippines
Well, that is me out of ideas I'm afraid! All I can suggest is you get in touch with the payments team directly using the online contact form and see if they have any suggestions.
If you get an automated email reply back directing you to the community or help pages, you need to reply directly to that email (even if its from no-reply) and one of the customer services agents will get back to you as soon as possible.

After filling out the contact form, you should have received an email with the case number. Going into your email and searching for "Spotify" should help you find it.
